Universal Public Health (Kela / Terveyskeskus)
Finland has a universal public health system funded through taxation and administered by Kela (Social Insurance Institution of Finland). Primary care is via municipal health centres (terveyskeskus). Hospital care is near-free. Kela reimburses a portion of private medical costs and prescription medications.
All residents registered in the Population Information System are covered by Kela. Work permit holders must register at the local Digital and Population Data Services Agency (DVV) to receive a Finnish personal identity code (henkilotunnus). Kela coverage begins once the identity code is issued. Occupational healthcare (tyoterveys) is mandatory for employers and provides comprehensive primary care at the workplace.
