UK Skilled Worker — employer asking ME to pay visa fee. Is this legal?

My UK employer offered me GBP 42,000/year as software developer in Manchester. But they say I need to pay the visa fee (~GBP 1,500) and Immigration Health Surcharge (GBP 1,035/year) myself. Is this normal? Can they legally make me pay?
